ASA AMFA Membership

On 3/25/2024 AMFA met with the Company, for the first time, to develop an
implementation plan for all the changes in the new 2023-2028 Collective Bargaining
Agreement. The Company discussed the administrative challenges and AMFA understands
and accepts some of them but not all. The next meeting is scheduled for 3/29/2024. Some
of the issues discussed are below.

Retro-pay should be paid out much more quickly than expected. The Union is conducting
an audit to verify the calculations before the payout. This should reduce the number of
corrections required but will take a couple of weeks. The new rates of pay are still
scheduled to be reflected in the 4/5/2024 paycheck for everyone except Maintenance
Control. Maintenance Control’s paycheck will reflect on 4/19/2024.

The most encompassing change is seniority. The new Category Seniority List is being
compiled and vetted. It is scheduled to be available for the Membership to view on
3/29/2024. There will be a protest period that will remain open until 4/12/2024. After that,
any legitimate corrections will be made, and the list will be finalized by 4/25/2024. The
first shift realignment using the new Seniority List will be effective 6/1/2024, with it being
posted for bid 28 days prior. Future shift realignments will follow the new CBA with
effective dates in May and September based on each station’s operational needs.

AMFA has requested that all bidding, shift realignment & Central Bidding awards, be put
on hold until the new Category Seniority list is finalized. This may extend the current shift
schedule in each bid location beyond the 185-day limit in the old CBA. The only other
answer is to have back-to-back shift realignment bids. Some bid locations have a critical
operational need for an immediate realignment and those locations will be subject to backto-
back bids.

Barring any unanticipated issues the below items are targeted to be effective as follows:
3/14/2024, AMFA considers these items to be effective on the Date of Ratification: Per
diem and 1.75 Field Service 8.D. & E.,
5/27/2024 Memorial Day: 1 for 1 swap 7.B., Holiday banking for 10hr Employees 7.F.2.
6/1/2024: Lead Ratio 4.C.1, Avionics FCC 4.E.2, Report Late forgiveness 5.A.4, Shift
Realignment and Trickle Bid 5.F.1&2, Start time 5.J, Trade Day 5.P, Over Time (changes)
6., Vacancies 10.

That is the extent of the first meeting and there will be another update following the
3/29/2024 meeting.

The CBA changes are extensive and due to limitations on time, technology, and
administration, the process will take time. AMFA is working in partnership with the
Company to overcome these challenges and asks for the Membership to be patient. The
grievance process is available for dispute resolution.
